If Indonesia’s President is serious about addressing deforestation, why is Tripa still ablaze?

In the same speech, he said he would dedicate the next three years to protecting Indonesia’s forests. So why are the Tripa peat swamp forests in Aceh still burning to make way for oil palm plantations?
